The twin transition is supported by both European Union and Montenegrin legislation.
Key EU policies include:

- Fit for 55 Package;
- Circular Economy Action Plan;
- Digital Europe Programme;
- European Skills Agenda;
- Industrial Strategy for Europe.
At the national level, Montenegro supports the transition through:
- National Strategy for Sustainable Development;
- Energy Law;
- Law on Environment;
- Digital Agenda for Montenegro;
- National Climate Change Strategy.
Employees are protected through labour legislation guaranteeing:
information and consultation rights;
occupational health and safety;
collective bargaining;
equal treatment;
lifelong learning opportunities;
participation through social dialogue.
